About: Rafferty is the second president of the Shin-Ra Electric Company, and the executive responsible for the company's global expansion. Prior to the discovery of Mako energy, Shin-Ra was a weapons development company. His primary duty as vice president involved in outfitting Shin-Ra’s security forces, originally envisioned to be an elite force of soldiers that would work for hire. Even then the company wielded considerable power that dwarfed the armies of the world’s political entities. Under his father’s orders the company transformed from a weapons company into an electric company, and the company continued to grow and prosper. The Midgar project was his father’s dream, but Rafferty’s ambitions lay elsewhere.
World domination. The company had the assets and the people for it, and with the development of mako they held a powerful card that would keep the citizenry in their favor. When the nation of Wutai held out on negotiations for energy it was Rafferty who took it as a sign of defiance. His father wasn’t ready to go to war over such a thing, but he was not in power much longer. His assassination was found in security footage in Junon, showing two figures in shrouded shinobi garbs stabbing him to death in his sleep. The assailants were truthfully members of Rafferty’s SOLDIER program.
Rafferty’s succession to president was a rallying cry to war against Wutai. Even funds meant to finish Midgar’s construction were held back as the company devoted itself to a bloody war against the country. Rafferty replaced the old cabinet with his own loyalists, even asking his own sister to retire. As the war progressed false flag operations undermined the security forces of other nations requiring Shin-Ra to save the day, until eventually they controlled the world in everything but name beyond the territories of Wutai. When Wutai fell and Shin-Ra began its occupation, Rafferty’s team decided not to build a reactor there until several generations would pass because of the threat of terrorist activity.
With the world in the palm of his hand, Rafferty mostly became bored. He turned his attention into his wealth and small amusements. He had little care for Midgar and wanted nothing but to maintain his power, focusing always on defense and weapons development. Age was starting to catch up with him, and he began seeking a means to achieve immortality. He invested a great deal of money into his scientific research labs. It was this funding that led to the discovery of Jenova.
During the past five years Rafferty has allowed for his science team to use citizens and even members of his beloved SOLDIER as guinea pigs. In the past year he took injections of Jenova cells as well as mako baths himself. He has enjoyed something of a renewed vigor after the injections, with even the color returning to his hair. Behind closed doors the science department hides the terrible secret of the mutation that the president’s body can undergo when he is under stress. Not even his own wife and children know of this, nor any executives outside of the science department.
