Roku's armor is composed of two layers of tri weave Kevlar. Between the two layers of Kevlar is bulletproof custard, which is a liquid substance that hardens in response to force and pressure. Bulletproof custard can absorb the force of a bullet, blunt force trauma or a high fall by thickening and hardening instantly on impact. This makes the suit perfect for stopping bullets and absorbing the shock that comes from external attacks.
When no pressure is applied to it, the bulletproof custard reverts to its liquid like state between the Kevlar plates. Which means that Roku's armor is flexible and light, and only hardens in response to the pressure applied by external forces.
Helmet:
The helmet is made out of the same substance as the rest of the suit, but it has more layers of Kevlar to make it just a bit thicker that the rest of the suit. The helmet offers a night vision capability that can be turned on and off by pressing a button on the right side of the helmet. The helmet also masks his voice, making it even harder to discern his identity or age.

Roku's identity and age are both unknown, he is a very secretive individual who makes brief appearances to handle business before dissappearing again. He mostly uses well planned stealth attacks instead of attacking his enemies head on. And although he is active during the day, he mostly favors night time to conduct business. Due to his stealthy fighting style and his nocturnal habits, even most of his opponents barely get a good look at him before its too late.
However, most people that have seen him and lived to tell the story say that he wears black mility style armor that is highly customized. He has a future soldier aesthetic and most people claim to see the glow of blue eyes behind his featureless mask.
As for the man behind the mask. well, nobody knows what's behind that mask.
Behind the mask is a decent looking young man with dark hair and blue eyes, his body is in peak physical condition . Beyond that, there is nothing really noticeable about his appearance. Which allows him to perfectly blend in when needed.

CASE SUMMURY:
On the 10th of January, 5 Shin-Ra officers were found murdered and hung in front of a restaurant in the sector 6 slums. 4 of the late officers were suspected of being involved in several unsavory deals with the Don of the slums and a few other criminals, but there has been no substantial evidence to prove that these officers are crooked.
Everyone believes that these officers were murdered by the criminals they were suspected of consorting with, but I highly doubt that criminals would hang up Shin Ra officers and display them to the public. So while everyone else looks for Hyper dealers to arrest, I'll continue investigating the matter from a different angle.
NOTES: There were 3 eye witnesses who continue to murmer something about a Roku... I believe they may provide me with a valuable lead.

After an entire day of investigation, I've only managed to learn about a myth some people call Roku. Apparently, there have been supposed sightings of Roku in nearly every sector of Midgar. Sadly, There is no physical evidence of his existence. No prints, no unique murder weapon. Nothing.
People who claim to have seen him say they only caught glimpses of him. They claim he is clad in black and Grey armor, no one has seen him up close but apparently this isn't his first murder. He seems to mostly focus on killing other criminals, which is why he has managed to stay out of Shin Ra's radar for so long and why some people speak of him positively. He also does his killing In different sectors, using different methods, so I can't even prove that he has killed more than once... Or even that he has killed once.
NOTES: F*@k I think this entire investigation might be a waste of time. No one can really prove that he exists, and people seem to talk about him like he's the good guy or something. I'm chasing a F*@king ghost here. Case closed.

8 suspects were arrested for the murder of the 5 Shin Ra officers that were killed on the 10th of January. But I'm reopening this case because I firmly believe that these common thugs were not responsible for this murder.
A shipment of materia that was headed for Shin Ra headquarters went missing 2 days ago. The thief left no obvious signs of his presence, he dissappeared as quickly as he appeared, and yet again I got the description of a man clad in black and Grey armor from an eye witness. This time I even managed to get an image of this individual. The image was taken by a civilian who witnessed the heist and claimed it was Roku. Sadly, the image is blurry and barely visible, all I can see is a shadowy male figure with glowing blue eyes but no other facial features.
The civilian who witnessed the heist says it occurred at around 19:30pm. They weren't able to give me any more information.
NOTES: The way this individual operates is abnormal, he is methodical, technical and seems to posses military training. That is the only explanation I can give for how he managed to kill the Shin Ra officers guarding the materia shipment.
Above anything else, I can't help but wonder why he would steal a materia shipment. Isn't he supposed to be a vigilante who kills bad guys?

Yesterday, we found some of the materia that Roku stole, it was in the possession of a few members of Avalanche. At the moment I am unsure of how the materia got into the hands of Avalanche. It is possible that Roku stole the materia for Avalanche, because he is associated with them. Or maybe he stole the materia and then sold it to them. In which case he isn't associated with the organization.
I have been investigating this man for nearly two months and I haven't found anything on him. No parents, no immediate family, no home. I literally can't find a thing about him, I'm almost certain his real name isn't even Roku.
NOTES: There hasn't been any activity from Roku today. Maybe he's taking Mrs Roku out for valentines day or something. I hope I find something soon, it's difficult convincing people at hq that he's out there.

I have finally met him. He wasn't what I thought he would be. I met him while accompanying a team of SOLDIERS in a raid. He got the drop on us with enough members of Avalanche to outnumber us. I could clearly see his glowing blue eyes, but I couldn't properly see the rest him because he had a way of always being near a shadow, as if he was purposely following the shadows . Or maybe the shadows followed him.
He spoke in a very calm manner but I couldn't properly hear his voice because a device in his mask altered it. Despite having us surrounded, Roku did his best to avoid combat. His first priority was to evacuate the area to make sure there were no civilians in danger.Then he attempted to have us leave the sector without violence. The soldiers I was with were against the idea, so a fight ensued. During the fight I was able to see him without the cover of shadows. The way he fought, it was oddly familiar. And so were his tactics. His glowing blue eyes were also very reminiscent of the mako infused eyes of a SOLDIER.
NOTES: Roku was surprisingly polite, before the fighting ensued he also seemed to speak about how Shin Ra was a threat to Midgar. I remember he said it had to be removed in order for Midgar's people to flourish. For some strange reason, Roku stopped Avalanche from killing everyone. They only killed a few of the SOLDIERS I was with and let some of the less hostile SOLDIERS go, including me. We were outnumbered and he still showed mercy. I'm still unsure of what his motives are.

The TRUK named Amanda Stark was previously in charge of this investigation, but due to her unfortunate demise three days after meeting the target named Roku we have had to assign someone else to this case. the TURK named William Black will be continuing this investigation in her place.
NOTES: We have just discovered that the armor that Roku wears was a Shin Ra prototype. Roku has altered the design but some of its functionality remains the same. Sadly the scientist in charge of creating the suit in question died 6 years ago. We now suspect that Roku is a former SOLDIER. more information will be provided.
