If his job title didn't make it incredibly clear what he does, don't worry. It's not supposed to. General Affairs is the official name for a team whose alleged purpose is to recruit candidates for SOLDIER. However, this is merely a front for The Turks; an intelligence agency that acts as the will of Shin-Ra and facilitators to the company's machinations. They take on jobs that range anywhere from reconnaissance and espionage to kidnappings and assassinations. All of the things that people thought in their darkest fears that Shin-Ra could do, was their actual job description. There are worse ways to make a living.
A veteran of the Wutai war, Tak works to preserve the fragile ecosystem that is Midgar. The city wasn't paradise, but it is home and it is significantly better than war. The economic inequality, rampant crime, and shameless corruption are all systems in a grand design that make the city work even if it didn't work for its citizens. While some find it detestable, he would call it a natural means of survival. Despite criticisms from entitled ecoterrorists, there are still countless people who are able to carve out a living out of the madness.
As a Wutai national, Takeyoshi has never regretted his decision to enlist with Shin-Ra. The conflict of Wutai versus Shin-Ra was a choice of two evils; the option that ended with reliable employment was clearly the lesser of them. However, he does feel nostalgia for his homeland from time to time. Occasionally, this emotion does lead him to partaking in the general revelry of Wall Market.

Relationships
Tak does not like to use terms such as "ally" or "enemy". In other words, anyone not actively trying to kill him is pretty good in his book and can become a potential asset. Of course, this makes it very difficult for him to see people as anything other than assets.
Shin-Ra
President Shin-Ra : His boss and feudal lord. Loyalty does not really describe his connection with the President. It is as if Raffery holds a debt over Tak that can only be paid with a lifetime of indentured servitude.
The Turks: His team is his charge, a responsibility he takes very seriously even if he does not bother to show it. At times he can treat them harshly and even test them with incredibly dangerous, life threatening situations. However, he would conversely lay his life on the line to protect any member of his team. As the leader, Takeyoshi sees membership into his agency as a special thing; one that exceeds even Shin-ra employment considering what the company asks of them. To that end, any Turk may call on Tak for help for any purpose.
AVALANCHE
Leonhardt : A familiar face from the war and a preferred drinking buddy. While there are suspicions about his background, the Turk has no intention of acting on them until they end up on opposite sides of the battlefield.
SWITCH : A thorn in his side. Her existence as a leader of AVALANCHE is barely on his radar, but her work around town has not gone unnoticed.

Takeyoshi has no specific business relationship with the Manji group. However, his search for the Cetra will require new friends in high places. He is currently seeking an audience with their Don for an opportunity to hammer out a deal between the two organizations.
